I’m looking to add a Registration button to the login page, preferably next to the “lost your password” button. Is there a way to do this?

Can you please make sure that the “Anyone can register” feature is activated in Dashboard > Settings > General? Please find the attached screenshot.

It’s actually deactivated on purpose — I do not want just anyone to register. The dashboard is intended to be privatized for internal use and users who register must be approved by administrators. Is there another option?

This is exactly what this feature is for. If you allow site registrations, the register button is displayed. If not, the button is hidden.
I’m afraid I may not understand your need, but why would you want to display a register button if not to allow registrations on your site?
