I want to resolve this issue from pagespeed insights. I tried using the code snippets from
in functions.php of the child theme as well in a newly created .js-file. While it did resolve the issue in pagespeed insights, the website was broken because other stylesheets weren’t loaded as a result (I guess).
Could you help me with that?

I think this issue is coming from the JS of a third party plugin. I suggest you to find out from which plugin this feature is coming from by checking the details you should get in your Pagespeed Insights.
Once you know which plugin overide the scroll feature, I suggest you to report this to the plugin’s authors. They should be able to advise you about that. 🙂
