The url seems to have been modified. It should end with …groups/create. Note that “groups” will be translated in your url.
When you translate your website, you must take into account the urls used in the buttons.
I suggest you copy the correct url from the group creator page and paste it into the url field of the menu item.
This should solve your issue.
