Can you send us your server’s IP address in a private reply ?
That way I will be able to check for that address in our server logs to see if your server’s requests are actually reaching or not.

By the way, I have also found this article that contains information about the “curl error 28” (the error stated in your log) which might help you or your host to troubleshoot this issue :
