The profile pictures are managed by BuddyPress plugin. You can allow users to uploads picture in Dashboard > Settings > BuddyPress > Options > Members Settings. Please find the attached screenshot.

Hi Monasr,
To allow your users to upload images to bbPress topics and replies, you need to activate and install this third party plugin: bbPress Multi Image Uploader.

This plugin is only for images.
I found this plugin that might suits your needs: Ziggeo Video for bbPress.
Please note that this plugin hasn’t been tested or integrated with our product. You might require extra customization work if you wish to make them fit perfectly with your website. However, all should work fine.
