Could tell us what you mean by “developer purchase” option? ThemeForest offers an extended license but I’m not sure that’s what you’re referring to.
According to ThemeForest terms, the main difference is that under the Regular License, your end product (incorporating the purchased item) is distributed for free, whereas under the Extended License your end product may be sold or accessed by paying users.

This refers to bulk discounts, such as the price of 10 sites, 25 sites, an unlimited number of sites
To our knowledge, there is nothing similar with the Envato licensing for ThemeForest items. Maybe, you could reach them and ask directly. As theme authors, we’re not allowed to take these decisions.
