I’ve made a quick check of your user profiles, and the picture aren’t displayed on their profile either. (Please see attached.)
There might be two reasons for it, either they haven’t selected any, or some plugins is messing with the BuddyPress image management. My best guess is the first one, as your admin user has a profile picture displayed on the member list and its profile.If you’re looking for a way to moderate or force avatars, it seems that the best solutions around are the following plugins:
– BuddyPress Avatar Moderator (https://buddydev.com/plugins/buddypress-avatar-moderator/)
– BuddyPress Registration Options (https://fr.wordpress.org/plugins/bp-registration-options/)However, please note that neither of these plugins have been tested or integrated with our product. You might require extra customization work if you wish to make them fit perfectly with your website.

On a side note, if you wish to log into others’ account, which comes very handy during testing and building phases, you can install and activate User Switching (https://wordpress.org/plugins/user-switching/). This plugin will allow you to browse your members list, then click on “Switch to” on the user of your choice. After switching, a link will appear at the bottom of your site to switch back to your admin user. You can then repeat the process for all some users and try to edit their profile picture to make sure it works.

In that case, our best guess is that your issue might probably caused by some conflicting third party plugin or some extra code snippet. Could you deactivate all plugins that have not been installed with your theme during its setup and all existing custom PHP code snippets please? And then, could you confirm me that the issue is still persisting please?
Please also make sure that you have the latest theme version and that all recommended plugins are up-to-date. Finally, you could also consider clearing all activated caching system as well as your browser cache before investigating any further. If you want to read more on what browser cache is and how to clear it, here is an article that might help you: How to Clear Internet Cache in Every Major Browser.
In case this issue is not resolved by following these steps, it’s best if we take a quick look at this…
Could you create a new website user for us please? If possible with administrator capabilities so we can make a quick check of your settings.
You can post the user name and password in your next reply and mark it as private to keep this between us.Also, are we free to deactivate plugins for our tests? In this case, I invite you to make a backup before we investigate your website further in order to make sure you don’t loose any data if something goes wrong.

It seems you didn’t update all your plugins. In order to make sure this issue is not related to any missing update, can you make sure that you have the latest WordPress version and that all recommended plugins are up-to-date, please? Then, come back to us and we will investigate.

We found from where this issue is coming Farhad! 🙂
It seems you’re using WP User Avatar Pro plugin. This plugin manage avatars for WordPress users. However, this plugin is not compatible with BuddyPress, as BuddyPress manage avatars itself. For this reason, all the avatars that have been added with WP User Avatar Pro plugin are not visible in the front end of your website.
Please note that I deactivated this plugin. In my next reply, I will attached screenshots before and after uploaded a profile picture without WP User Avatar Pro plugin.
Can you please try on your end to make sure all is working fine?
