Hello,
When the member upload his profile and cover images, it must be validated by the admin before it is public.
Is it possible to do so ?

I believe the BuddyPress Avatar Moderator plugin might help you with that:
However, unfortunately I don’t think it provides moderation for cover images, I think it’s only for profile pictures and group pictures. But if you decide to buy that plugin, you can always send a feature request to the plugin developer to see if they are willing to implement it. You may also notice in the FAQ of the plugin page that the plugin developer can be hired for customization if you need.
