Hi,
I am not able to add a sitewide notice bar on my dashboard & can you even guide as well toward the membership setting?Please have a look at the attached screenshot.

The SiteWide notices of BuddyPress allows you to send messages to users. For more about this, please click on the following link:
https://premium.wpmudev.org/blog/how-to-send-a-site-wide-notice-or-a-site-wide-private-message-in-buddypress/In the case you want to add a specific text visible by all users, we suggest you to use a Text Widget.
