Do you recommend WPML or Polylang?

I’m afraid it depends of what exactly you need.
In case you want to translate you website in one language, I suggest you to translate it manually with Poedit to keep good performances. Please be aware that we wrote an article about that in our documentation: Translating Your Theme.
In case you want to do it with a plugin, Loco translate is an easy alternative: Translating Your Website with Loco TranslateHowever, if you want to build a multilingual website, we suggest you to use WPML as this plugin is really complete. Here is an article from our documentation that might help you: Creating a Multilingual Website.
